Kingston to begin fielding special constables this summer

KINGSTON — The city is to begin rolling out its first set of special constables this summer.The special constable program is meant to provide municipal bylaw officers with more authority to better handle non-criminal incidents.The city’s deployment of approximately a half dozen special constables is to initially focus on enforcing the Trespass to Property Act, explained Kyle Compeau, the city’s director of licensing and enforcement services.The special constables are not meant
