Advocates say ‘top 3’ elections would address Ohio voters’ discontent

COLUMBUS — Ohio should implement an election system that allows all voters to choose their favorite candidate during the primary regardless of party affiliation, according to a bipartisan team of former Ohio state lawmakers.
