Durham assistant police chief cited for hit-and-run in Wake County

A Durham assistant police chief was cited after he sideswiped a vehicle on NC 540 in Wake County and left the scene. Raul Garcia was later tracked down at his home in Apex and has been placed on paid administrative leave.
