Homan defends ICE electric shock gloves as alternative to lethal force

White House border czar Tom Homan on Thursday defended plans to give Immigration and Customs Enforcement (ICE) officers gloves that can deliver painful electric shocks, arguing the devices would prevent agents from needing to resort to deadly force.
