New Army leader in Hawaii vows open communication as leases loom

On a drizzly Thursday morning at Wheeler Army Airfield, Col. Rachel Sullivan relinquished command of U.S. Army Garrison Hawaii in the same hangar used for Amelia Earhart’s plane after she became the first person to fly solo across the Pacific from California to Hawaii.
