Kokua Line: How do I report a huge pothole?

Question: There is a very large pothole in front ofCastle hospital. It’s about 3 feet wide and almost a foot deep. I hit it very hard Sunday since it’s on the highway (higher speed) and it caused a crack in my windshield! Auwe! I went back and took a picture of it and noticed there were four hubcaps right by it on the curb so obviously I’m not the only one who hit it hard. Who do I report it too? Do I have any recourse to get the city to pay for the damage to my car? My husband
