Key races to be determined by minority of voters

Hawaii’s next lieutenant governor, 65 state legislative seats, Office of Hawaiian Affairs trustees and local races in four Hawaii counties will likely be decided by a small share of registered voters — in a midterm election that’s unlikely to spark a surge in voter turnout.
