In early 1972, a Kansas State University professor named Nasir Ahmed sent the National Science Foundation a proposal to study a cosine transform built out of Chebyshev polynomials. NSF declined to fund it, and in his own written account of what happened, Ahmed recalled one reviewer's comment coming down to the whole idea seeming "too simple."
