Vegas mobster says he is so reformed that he should be first person ever removed from Nevada's infamous 'black book'

Francis 'Frankie' Citro Jr is one of the 37 people on Nevada's 'black book' and now he is petitioning to be removed - which would make him the first living person to do so.
