The Sinking City 2 brain puzzle solution

The Sinking City 2 brain puzzle involves trying to work out some radio frequencies using clues from three brains in jars. It seems confusing at first, with some wooly clues about numbers and who's lying or telling the truth, but once you find the little bit of truth that cuts through it all, the answer can be found fairly quickly.
