Third tornado touchdown confirmed from Sept. 3 storm

Researchers with Western University’s Northern Tornadoes Project confirmed an EF-0-rated twister hit the River Canard area, south of Windsor, at about 4:19 p.m., causing damage to roof shingles, trees and power poles.
