'That cop didn't do his job': Charge stayed for Sask. RCMP officer who didn't respond to wellness check

Lyle Cisna lay on the floor of his home near Maidstone, Sask., for hours, bleeding from a head wound. The RCMP received a call asking for someone to check on him, but an officer didn't respond until more than 10 hours later. Cisna died the next day.
