North Bay council warned against 'addiction' to using reserve funds

North Bay taxpayer Don Rennick says council’s dependency on reserves to lower the true cost of turning on the tap is an ugly addiction. Rennick took the opportunity to address the council on Wednesday during a special committee meeting. “Using reserves this way is like an addiction. It’s like crack cocaine.
