'The system isn't working': 8 groups call for investigation into Manitoba's public trustee

Eight disability organizations say Manitoba's public trustee is failing the adults with intellectual disabilities it is in charge of making critical decisions for, and they're calling on the ombudsman to investigate the government agency.
