Canada's population growth almost flat in 2nd quarter as number of non-permanent residents declines

The number of non-permanent residents fell by 58,719 between April 1 and July 1 -- the largest second quarter decrease in years. Economists say that the falling population could have an impact on the economy, but there are other ways to boost Canada's labour force.
