Fears gas reservation plan will not lower prices as hoped

A long-awaited scheme to force east coast energy giants to set aside gas for Australian use is being finalised in down-to-the-wire negotiations between half a dozen cabinet ministers grappling with concerns it may not lower prices as much as hoped.
