Arviat to suffer outages all week, Nunavut power utility says

The Arviat resident who took this photo Nov. 10 couldn't see much besides dark corners and murky shadows. The Qulliq Energy Corp. said problems at Arviat's power plant won't be fixed for several days, and that until then, residents should conserve power.
